All public places with exceptions: those with respiratory conditions, ages 5 and under, and interestingly bank customers. They don’t want people to seize the opportunity to become masked bandits without attracting suspicion. A purely economic decision that has nothing to do with risk. How many other decisions are based on money not health. I can never know but I do know to be sceptical
